Dr Kevin Goulbourne is the Director of Mental Health and Substance Abuse in the Ministry of Health & Wellness. He has also served as Chairman of the Board of the National Council for Drug Addiction (NCDA.   Dr. Goulbourne is a graduate of the University of the West Indies with a NIDS Humphrey Fellowship in Drug Abuse from the Virginia Commonwealth University and served for over a decade as the Regional Psychiatrist for the Western Regional Health Authority.  Dr Goulbourne sits as an ex-officio member of the Board.
