CLA Secure Definition Explanation

FENCING/PERIMETER/GATES/PARKING

  1. Physical security is paramount.
  2. Cultivation Tier 1 is 2-metre (6ft 7in) chain link or similar perimeter fencing, inclusive of gates
  3. Cultivation Tiers 2 and 3 is 2.5-metre (8ft 2in) chain link or similar perimeter fencing, inclusive of gates
  4. Processors, Retailers, Researchers and Developers, and Transporters: Chain link perimeter fencing at least 6ft high or reinforced concrete perimeter wall at least 6 ft high, with gates at least of the height of the fence or wall. Building walls can substitute as perimeter fencing/wall.
  5. Sturdy fence posts to facilitate consistency in fence height at the required height.
  6. Fence anchored to the ground to prevent access underneath fencing.
  7. Alternate fencing: Hog wire/square mesh/ welded mesh with squares not bigger than 4 inches by 4 inches.
  8. Sufficient (secure) parking within the (secure) premises for the purpose of loading ganja/receiving ganja

DOORS
  1. Physical security is paramount.
  2. Security grill in front of or behind doors directly, or protecting corridor with doors to ganja handling areas (not inclusive of storage areas) to which only persons cleared for access to all handling areas can enter.
  3. Secure locks – At minimum: double mortise locks or double deadbolt locks on each door.
  4. Knob locks are not secure but may be installed in addition to secure locks for the purpose of door handle operation. Alternately, door handles may be installed.

WINDOWS/GLAZED PANELS
  1. Physical security is paramount.
  2. Protected by security grill or made of security glass system if the lower edge is less than 8 ft from the ground or any other adjoining surface level externally. Optionally supported by mutually supporting intrusion detection system tied to a monitoring and response security service provider
  3. Protected by security grill, security glass system, or intrusion detection system tied to a monitoring and response service provider if the lower edge is more than 8 ft from the ground or any other adjoining surface level externally.

GROWING/PROCESSING/HANDLING/STORAGE AREAS
  1. Physical security is paramount.
  2. Clearly defined secure areas for cultivating, processing, handling, or storing ganja.
  3. Enclosed building for processing and storage.
  4. Solid wooden doors/sheet metal doors/solid metal doors.
  5. Regular ply door is not a secure door if there is no locked security grill protecting it immediately in front or behind.
  6. Minimum of 2 secure locks on door plus locked security grill for solid wooden doors.
  7. Minimum of 3 secure locks for sheet metal doors, if there is no security grill.
  8. Minimum of 2 secure locks for solid metal doors.
  9. Additional security mechanism/measures in place for storage areas (higher level of security locks). At least one additional high security lock on doors without security grill.
  10. Maintenance of a log of all ganja received, stored, relocated internally, delivered, or sold.

ACCESS CONTROL
  1. Physical security is paramount.
  2. Strict access control system for entrances and exits.
  3. Access to stored ganja limited to the smallest number of persons.
  4. Security posts adequately staffed.
  5. Logged entry and exit for each area in which ganja is processed, handled, or stored, as is reasonably practical for the purposes.
  6. Hard copy of log record available immediately upon request.

ELECTRONIC/SURVEILLANCE
  1. 24-hours security surveillance system in place for all places (indoor and outdoor) where ganja is grown, handled, processed, or stored.
  2. Where applicable,24-hours offsite security surveillance system in good working order.
  3. Web-enabled electronic surveillance for Tiers 2 and 3 Cultivators.
  4. Minimum recommended is 2 to 3 mega pixel cameras in a system that captures all access points (entrances and exits…. gates and doors) with capability to record and display clear pictures of faces entering and leaving rooms and buildings, and of transportation inclusive of licence plates at a minimum of 50 feet. (Web- enabled surveillance is optional for Tier 1 Cultivator).
  5. For Tiers 2 and 3 Cultivator, surveillance system is linked to panic alarm monitored with response by an approved (PSRA registered) security company backed by a contract. Draft contract in place for pre-licensing site inspection.

SECURITY COMPANY
  1. Approved security company, meaning in current registration with the Private Security Regulation Authority (PSRA).
  2. Draft contract in place for IP electronic surveillance and panic alarm response for Tiers 2 and 3 Cultivators for pre-licensing inspection.
